Revision of Anchorages, Fairways and Channels in Singapore Port
MPA Singapore issued Port marine circular advising that the anchorages, fairways and channels listed in the Second and Third Schedules to the MPA (Port) Regulations will be revised. These revisions will come into effect on 1 June 2015.
A vessel which uses any anchorage, fairway or channel for a purpose other than that specified by the Authority or in a manner contrary to the Port Master’s directions shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000 and, in the case of a continuing offence, to a further fine not exceeding $1,000 for every day or part of the day during which the offence continues after conviction.
The key revisions are:

The existing West Jurong Anchorage (Abbreviated Code AWJ) will be discontinued;

The boundaries of the Temasek Fairway will be revised; and

Additional types of vessels that can anchor in:

Selat Pauh Anchorage (Abbreviated Code ASPLU)
-
Raffles Reserved Anchorage (Abbreviated Code ARAFR)
-
LNG/LPG/Chemical Gas Vessel Anchorage (Abbreviated Code ALGAS) T.
The revised list of designated anchorages, fairways and channels that will be incorporated in the Second and Third Schedules to the MPA (Port) Regulations, as amended by the MPA (Port) (Amendment) Regulations 2012 is published in the Gazette.

UKC Requirement for Vessel Calling Durban
Transnet, which is the national port authority of South Africa revised the UKC requirement for vessel calling port of Durban. The revision of this effect has been in effect for some time and is significant in nature.
Earlier the UKC required was 30 cm which has been increased to 60 cm. This requirement came in effect from 26th Sept 2014. Along with increase in the minimum UKC requirement, it is worth to note that now any vessel calling or departing port of Durban with draft of 12.2 meters is considered as tidal vessel and will require to submit application to harbour master alongwith tidal calculation before berthing or departure.
New LOI Format for Vessel Calling Durban
Transnet, National Port Authority, has released version 2 of LOI on 22nd April 2015. The new Durban port LOI is now in force and is to be completed and submitted to the port authorities prior to undertaking any of the foregoing activities within Durban port limits.
The attached LOI which must be signed and sent to port control by vessels engaged in non-standard activities while in Durban. Non-standard activities are summarised as follows:
1. Exceeding port limitations – oversize – LOA and/or beam
2. Job of a special nature to include crew transporting, surveyors other state officials, Transnet National Ports Authority (TNPA) clients, tug & tow, lash-up
3. No main engine shift
4. Oil rig stay in port/anchor
5. Port entry access – indemnity
6. Ship repairs
7. Supplying provisions/stores/equipment/water by TNPA craft
8, Tug & tow & salvage jobs
9. Tidal vessels – arriving or departing the port and on berth
10.Vessel immobilisation on the berth
11. Other (specify) –
